Is Tom Kean, Jr., trying to Swift Boat Bob Menendez?

The Times today has an article about a film being produced by a Kean campaign contractor alleging that Mendendez was complict with corruption in Union City, New Jersey, over 25 years ago. Kean has been holding a consistent lead in Rasmussen polls (though within the margin of error).

Jim Dwyer writes of the film, "The Kean accusations find no support in those records or from independent authorities of that era." The piece is a good example of how political reporters can debunk lies being spread by politicians. So why is the word "lie" never used?
